OverviewSOURCE VERIFIED

The Sindh Employees Social Security Institution (SESSI) is the provincial social security body established under the Sindh Employees Social Security Act, 2016 (PDF). It provides social protection to workers employed in industrial and commercial establishments in Sindh through cash benefits and medical care. All IT companies, software houses, and BPO operations with 5 or more employees in Sindh are required to register with SESSI and make monthly contributions.

Coverage and ContributionsSOURCE VERIFIED

SESSI covers establishments with 5 or more employees in Sindh industrial areas. The employer bears the full contribution.

ParameterDetails
Employer Contribution6% (Sindh) of wages (up to maximum insurable wage ceiling)
Employee ContributionNone (employer bears full contribution in Sindh)
Maximum Insurable WageRs. 7,000/month (Sindh) for contribution purposes (FY 2025-26)
Registration Threshold5+ employees (mandatory)
Coverage AreaAll industrial and commercial areas in Sindh
Key Distinction: In Sindh, SESSI contributions are split 6% employer + 1% employee (compared to PESSI in Punjab which is also 6% employer + 1% employee (Punjab)). This is a significant cost difference for IT companies deciding where to establish operations. SESSI Act, Pakistan Deep Intelligence]

For IT Companies: The difference in social security contribution rates between Sindh (6% employer + 1% employee (Sindh SESSI)) and Punjab (6% employer + 1% employee (PESSI)) is a meaningful factor in operational cost planning. However, the Rs. 7,000/month (Sindh) insurable wage ceiling limits the actual contribution compared to EOBI (Federal) (which has a Rs. 100,000/month (Federal) ceiling). IT companies should budget for both SESSI and EOBI contributions.

Note: As of April 2026, the SESSI website has been experiencing intermittent downtime issues. Companies should verify current contribution rates and procedures directly with SESSI offices. Sindh Labour Code 2024 (draft — not yet enacted; verify enactment status) consolidates several labor provisions — consult a qualified labor law advisor for comprehensive compliance guidance.
